Put your bid in on ebay at the last minute.
He's set no reserve, so once the auction ends the highest bidder wins.

Couple of Ideas. Have you got anyone with £600 that would let you have it as long as you paypal them the money first?
Picking it up. Will you be in the Country during the timescale required? If so book it in for an MOT local to you and drive it back,you are legal then( yes I know hundreds of miles is streaching it a bit far though!) If you get tugged by the Police its a no pointer and about £60 fine. Just don't hit anything!
