Actually, in the 5th gen the rack centers itself due to the spring, and you cannot move it (at all) with force from the outside (its probably same in the 4th gen). So for all intents and purposes its fixed in place and in the middle during the alignment.

It could be that honda just prescribed to use the tool, as a fail-safe check that the rack is centered.. just to be 101% sure that you're aligning a centered rack
(if the rack wasn't centered, the tool wouldn't fit and the person working on the car would know something is wrong)

I m not going to argue but can you lock rear steering rack in any other than center position? Just a genuine question.

Also important is to adjust tracking with engine switched off.
